PARLIAMENT SPECIAL

1) Total Prohibition gives way to Bihar VAT (Amendment) Bill:

The Bihar VAT (Ammendment) Bill, 2016 was passed in Assembly which resulted in hike of VAT rate on various goods from 5% to 6% while the tax rate on goods not covered under the Bihar VAT Act, 2005 increased from 14.5% to 15%. The reason given to defend the tax hike was that the State government required additional funds to meet shortfall caused by the enforcement of total prohibition of liquor in Bihar and also for implementation of the salary hike in view of the 7th pay commission report.

2) Parliamentary Panel recommends Additional paper for IFS aspirants:

Standing committee on external affairs comprising of 31 members headed by Dr Shashi Tharoor tabled the above mentioned suggestion as it raises the concern for the deteriorating quality of foreign diplomats. Dr Tharoor is of the opinion that it is because of  factors like decreasing charm of foreign travels. IFS is a pertinent department but still remains highly understaffed where only 770 out of 912 positions are occupied, out of which only 569 diplomats are proficient in foreign languages. Currently diplomats are selected through a combined civil service examination conducted by UPSC which is also meant to select Tax officers, Police officers and Civil Administrators.

3) Justice Katju appointed by BCCI:

Justice Markandey Katju has been appointed to head four member legal panel to aid BCCI in understanding the implications of the various recommendations suggested by Lodha Committee and he will also act as a single point interface for the same.

4) BCI only approves enrollment of final year BA (Criminology) LLB students:

Earlier Bar Council of India refused to give recognition to integrated LLB (Honors) with BA in Criminology course. BCI has now agreed to enroll only the final year students of GLC, Ernakulam to BCI after completion of their course. While the successive batches of the same course are required to give an additional paper in social sciences.
